Does your linux desktop show the actual link mode, which in this case might be 100 Mb/s half duplex, instead of full duplex? It has been suggested that connecting to a 10/100 Mb/s device causes the CGN3 interconnect rate to run at 100 Mb/s half duplex. This makes sense, but I haven't seen anyone actually determine from their ethernet controller, that this is actually what is occuring.
