You should be able to go in with the USB stick and disable it. I suspect that even if you do that, the mystery network will still be there. I'd be really really interested if you tried that. You could also call tech support to disable it. If you get into a discussion with them regarding the mystery network, they will not have any idea of what you are talking about (the voice of experience). Assuming that you confirm that the mystery network remains no matter what, my conclusion at that point is that the network control function is corrupted. You could try a factory reset to see if that does anything (it didn't work for me). If it clears the mystery network, hurrah. If not, scratch one CGN2. If its cooked, put a note on it detailing what you see and take it back and trade it in for another one, and don't use the USB key on the next one. Throw it out, in the words of the tech support rep that I talked with about this very issue. If you really need a guest network, it will be time to bite the bullet and buy a real wifi router that will do the job. That might be the next discussion.
