Strange issue on my end... CGN3 on 4.2.4.3 in bridge mode connected to Linksys E1200 with DDWRT.

Release IP via E1200-DDWRT, plug my laptop directly to modem, obtain IP:

Release IP, plug in to Cisco RV016, same unfavoured 40Mbps cap.
I check the CPU load on the E1200 and its at 15% during the speed test.
The RV016 can handle up to 8 100Mbps WANs, so i doubt its bottlenecking.
Firewall, SPI / IPS disabled during tests.
What do you guys make of this? I dont trust the firewall capabilities of the CGN3, it seems like im agreeing to leave my network exposed to the internet.
