As has been mentioned further back in this thread.
The TRUE Dod addresses, are not routable by normal means.
Rogers is sort of.. squating on those IPs, and using them INTERNALLY only... as they were running out of IPs.
To expand on this.. A) there are no other hops inbetween.. there would be more than one hop between rogers and the DoD due to the location.... unless they had a direct line all the way to them? Not likely.
B) The latency between the hops.. is virtually nothing... again, on the path down to the DoD, there would be a much larger latency.
Dont always go through the what those types of software plot the location as well.
They can base off a number of things.
Where the IP is registered (which definately doenst work, as they could be reserved to rogers in toronto, but say an east coast rogers person that doesnt help).
The GeoIP. This usually is PRETTY accurate. The GeoIP usually is tied to it, based of other things, like the nodes it has been going through, etc (which wouldnt change location).
BUT.. IPs can get re-assigned, every 6 months or so, rogers usually rotates IPs. There is once and a while, i havent got a normal 99.x.x.x IP...
Durring those times.. if by chance all the others were full, i could get assigned one from another location.. and it would appear that i have a east coast IP, etc.
